SUMMARY
Pioneer in conceptualizing and teaching about distance education since publishing the first theory in 1972, establishing first American journal in 1986 and first graduate courses the following year. Long experience in international development, background in economics, provides training, evaluation, and advising on distance education worldwide. Dr. Moore describes his career in distance education in a candid interview conducted in July 2000.

1986 - present: Director of the American Center for the Study of Distance Education and Professor, College of Education.
Founder, editor and publisher of The American Journal of Distance Education, the country's scholarly journal of distance education.
Founder and supervisor of the Distance Education Online Symposium (DEOS) an Internet-based network aimed at stimulating collaboration in study and research, now with members in more than seventy countries around the world.
1990-5: Established and taught a laboratory class to experiment with global teaching by telecommunications technologies, with regular graduate-level classes taught in multiple locations in Pennsylvania, Mexico, Finland, and Estonia.
Recognized with awards from National University Continuing Education Association, American Society for Training and Development, and Penn State University's International Achievement Award.
Experimenting in design and delivery by all other technologies, beginning with print correspondence, up to and including designing and teaching courses on the World Wide Web.
Membership of Penn State committees to develop and promote the use of distance education, especially the 1994 University Task Force on Distance Education that identified distance education as a key item in Penn State's development strategy.
Planning and organizing meetings aimed at stimulating and generating American research in distance education. Specifically planning and organizing the First and Second American Symposia on Research in Distance Education -- with grants from Annenberg/CPB Project, to bring leading researchers to Penn State in 1988 and 1990 to plan and develop a national research agenda, and planning and implementing the first workshop on International Research in Distance Education, held in Caracas, Venezuela, in October 1990.
Consulting on program design and evaluation of distance education programs for various public agencies and private corporations, including The Annenberg/CPB Project; U.N High Commission for Refugees; the U.S. Army Forum Project; the Los Alamos National Laboratory; the Lilly Foundation; American Association of Teachers of German; Florida Board of Regents; Kentucky Department of Education; Eastern Kentucky University; Secretariat of Higher Education, Government of Mexico; Bank of Mexico; Ministry of Labour, Finland; Ministry of Education, Estonia; Department of Education, South Africa.
Giving workshops and leading seminars on distance education, especially the annual workshops for corporate trainers organized by University of Wisconsin-Madison Department of Engineering Professional Development 1989-94, and also in month-long programs at the Universities of Helsinki and Turku in Finland in 1990-94. Training programs for armed forces of Sweden and the combined forces of Sweden, Norway, and Denmark, 1992-94.
Member of numerous non-university committees, such as the Distance Education Committee of the National Security Industrial Association, Washington, DC, and member of review group appointed by National Advisory Committee on the National Information Infrastructure. Member of Education and Technology Team. Advising and contributing to formulation and implementation of World Bank policy on distance education. Subsequently the Bank set up a distance education program and a knowledge network on distance education.
1998-present: Conceptualizing, advising, and assisting in developing the Global Distance Education Network (GDENet), part of the World Bank's Knowledge Management System. GDENet provides policy makers and practitioners with information on technological, pedagogical, organizational, and policy issues related to setting up and running distance education systems.

Member World Bank appraisal mission team for Fundescola project: Ministry of Education and Culture, Government of Brazil.
1997-present: Advising and assisting Brazilian Federal Ministry of Education in setting up a delivery system, designing courses, and training learner support personnel for a professional development program for 30,000 teachers in 15 states.

1977-85: THE OPEN UNIVERSITY, MILTON KEYNES, U.K.
1977-81 and 1984-85: Senior Counselor. A managerial as well as academic position in Britain's distance teaching university. Responsibilities included the selection, training and supervising of tutor-counsellor staff, and through them, giving guidance and support to some 1,500 undergraduate adult students. Took special interest in introduction of first continuing education (non-credit) courses.
1981-84: Education Studies Faculty. Designed university level distance education courses, notably Education for Adults, a two-year project which resulted in the first major university level distance education course in adult education, taught annually to some 400 students.
1979-80: Taught Open University course E201 "Personality and Learning," a 30-week distance education course in educational psychology.
Summers 1979 and 1984-86: Visiting professor, University of Wisconsin-Madison. Department of Continuing and Vocational Education. Teaching graduate seminars in distance education and the independent learner. At this time these were the only courses in distance education in the United States and probably the only graduate level courses in the world.
1973-76: ST. FRANCIS XAVIER UNIVERSITY, NOVA SCOTIA, CANADA.
Assistant Professor, teaching courses and advising graduate students in adult education and teaching Third World students at Coady International Institute; conducted research on cognitive styles of adult distance learners.
1970-73: UNIVERSITY OF WISCONSIN-MADISON.
Research and teaching about use of communications media in education in association with Charles Wedemeyer. Projects in U.W. Extension's Independent Study Division, WHA Radio, the Educational Telephone Network, and the Educational Satellite Project. Wrote paper on distance learning theory, introducing the concept for the first time into English language.
1967-70: UNIVERSITY OF EAST AFRICA, NAIROBI, KENYA.
Responsible for Extra-mural (continuing education) programs in each of the country's four main cities (Kisumu, Mombasa, Nairobi, and Nakuru). Responsibilities included program planning and delivery of continuing and education for the professions, the military, labor unions, and also basic education in rural communities through collaboration with health, literacy, and agricultural agencies.
1963-67: KISUMU, KENYA. EDUCATION OFFICER.
Various administrative responsibilities, and teaching courses in economics. Helped develop and taught a correspondence radio course, one of the first distance education programs in Africa.
