Career counseling is a tool of public policy, and public policy can, in turn, be a tool of career counseling. Dr. Edwin L. Herr discusses the relationship between these two constructs in a 2003 article published in Career Development Quarterly. Dr. Herr suggests that the field of career counseling possesses a variety of internal strengths, but that one of the more important weaknesses is the lack of advocacy on behalf of career counselors to inform public policy.
