Counselor Education Master's (M.Ed.) Program Admissions Information

How to apply for graduate or certification admission:

The process of applying for admission to graduate school at Penn State requires the following application materials, some of which are submitted to The Graduate School (items 1 and 2 below), and others that should be sent directly to this graduate program (items 3 through 5):

  1. An official GRADUATE SCHOOL APPLICATION. Click here to access the Electronic Application. Applicants will be asked to upload the following items: Resume and Personal Statement (Provide a statement on "My Interest in the Counseling Profession." Address factors in your life that influenced your desire for a career in this area, what you have to offer those you will serve, what you hope to gain from graduate study, and your current professional goals.).

Applicants who already have a master's degree and wish to be admitted as a Certification student must complete the Graduate School application (indicating "certification" in the Graduate Degree sought area and Graduate Major (Program) Sought area).

  2. Application fee. Click here to access.

The following materials should be submitted to the Department's Admissions Committee before February 1st.

  3. Official transcripts Two original sets from each school attended. Applicants for the master's program are required to have at least a 3.0 GPA (4-point scale). (If you have attended Penn State previously, you can order Penn State transcripts here.) If you are currently obtaining a degree we will need another set of transcripts showing degree transferal when you graduate. International students will need to provide attested graduation certificates/diploma and transcripts in English and native language.

  4. Two letters of recommendation concerning the applicant's academic and professional abilities and potential are required. These letters should address the applicant's ability to meet graduate-level academic challenges and to work in the counseling emphasis requested. (These letters may be mailed or emailed (cma18@psu.edu) directly to the program by the writer OR submitted along with other materials by the applicant. If they are sent by the applicant, the envelopes must be sealed and signed by the writer. No extra forms are required.)

  5. TOEFL test scores (if applicable). (Penn State's Institution Code: 2660; Department Code: 99.) We need an original copy for our files. International applicants whose first language is not English or who have not received a baccalaureate or master's degree from an institution in which the language of instruction is English must submit a TOEFL score of 550 (paper test), a score of 213 (computer-based test), a total score of 80 with a 19 on the speaking section (internet-based test), or a minimum composite score of 6.5 on the IELTS.
