How to Apply/ Financial Aid

Instructions for applying to the Educational Leadership Program

How to Apply

Instructions for applying are listed below. Current fee information can be located at the Graduate Application page.
International students must complete application procedures including the Application for Visa Document (see step three below).

  1. Graduate School Application, all materials that are required can be uploaded on to the application.  The only materials taht needs to be sent directly to the program are the 2 official copies of transcripts.
  2. Transcript Request Form
    Type On and Print
  3. (International Applicants Only)
    University Office of Global Programs
  4. (Certification Applicants Only)
    Reference Form for Superintendent or Reference Form for Principalship

Once you have completed the Graduate School application process, follow the instructions below:

  • International money order or a check must be drawn on a U.S. bank.
  • Canceled check serves as your receipt.
  • Please attach generated Fee Form if you filed your application electronically and you did not pay by credit card.


Mail the following to Educational Leadership, Penn State University, 200 Rackley Building, University Park, PA 16802:

  • Two official transcripts from all institutions of higher institutions attended, both undergraduate and graduate. International applicants must submit official or attested university records, with certified translations if the records are not in English. Notarized copies are not sufficient.
  • Vita - uploaded on the application.
  • Statement of Purpose (one or two pages explaining your goals) - uploaded on the application.
  • Official copiy sent to the program or the Graduate School -Miller Analogies Test or GRE scores (Ph.D. or D.Ed. applicants only) GREs are not required for the master's program
  • TOEFL - Official TOEFL report is required for International Students with a passing score of 80 and above with 19 or higher on the speaking section.  IELTS official score report will be accepted with a passing score of 6.5 or higher.
  • Three letters of recommendation. (Certification applicants must use the appropriate reference form available above).- Uploaded to application.
  • Writing Sample (Samples may include a critique of an educational journal article or an academic paper.  Sample need not be lengthy.) - Uploaded on the application.

Financial Aid

The Educational Leadership Program has a limited number of graduate assistantships available for doctoral students only. These assistantships involve part-time work within the program along with coursework. Students wishing to be considered for a graduate assistantship should submit an application and the assistantship application  by January 6th prior to the upcoming academic year.
