Brief Biography
Rose M. Baker is Research Associate in Education Outreach in the Office of the Associate Dean for Research, Outreach, and Technology, Assistant Professor of Education associated with the Workforce Education and Development program, and a Professional Associate of Penn State Academic Outreach.
Dr. Baker brings nearly 20 years of project management, business supervision and management, instructional design, and teaching experience to her position at Penn State. She has worked as a project manager, instructional designer, and instructor with organizations including General Motors, PricewaterhouseCoopers, University of Phoenix, Huntingdon County Career and Technology Center, and the Pennsylvania Public School System.
Dr. Baker's current research includes management techniques and statistical applications for operations improvement, economic analysis, occupational forecasting, benchmarking, evaluation of training outcomes, training needs assessment, and job task analysis. Dr. Baker has extensive experience in the analysis, interpretation, and reporting of labor market data.
Dr. Baker holds a BA degree in Mathematics and Chemistry from Washington and Jefferson College, and a MEd degree in Adult Education Theory and Practice and a PhD degree in Instructional Systems, from Penn State. She is also a certified teacher with an Instructional II certificate and a certified Project Management Professional (PMP) with the Project Management Institute (PMI).
