Department: Education Policy Studies Dr. Hartman is a Professor of Education in the Educational Leadership Program and teaches courses in financial management and decision making. His areas of interests include resource allocation to improve teaching and learning, school budgeting, funding approaches for special education and regular education, quality management in education, and the use of microcomputer models in educational finance.
