In 2007, Preston Green received a joint appointment to teach educational law courses at Penn State's College of Education and Dickinson School of Law. He has also helped to develop Penn State's joint degree program in law and education. Before coming to Penn State, Professor Green was a member of the faculty of the College of Education at the University of Massachusetts - Amherst. Dr. Green holds an Ed.D. in Educational Administration from Teachers College, Columbia University and a J.D. from the Columbia University School of Law. Professor Green's research has focused on legal issues surrounding charter schools and the impact of the law on minority and disadvantaged students' ability to obtain a quality education. He has co-authored Charter Schools and the Law: Chartering New Legal Relationships, with Julie Mead. He is also co-author of Financing Education Systems, with Craig Richards and Bruce Baker. He publishes regularly in law reviews and education journals, including American Journal of Education, Boston University Public Interest Law Journal, Brigham Young University Law and Education Journal, Michigan Journal of Race & Law, West's Education Law Reporter, and Texas Forum on Civil Rights & Civil Liberties. Professor Green has served as a consultant for plaintiffs in Montoy v. Kansas, a case in which the Kansas Supreme Court ruled that the school finance system of Kansas violated the state constitution. He is also a member of the Pennsylvania State Charter School Appeal Board (CAB), which hears appeals on school board decisions to deny charter applications or revoke charters.
