The D. J. Willower Center for the Study of Leadership and Ethics of UCEA was established as a University Council for Educational Administration (UCEA) Program Center in June 1996. The Center is devoted to the support, promotion and dissemination of theory and research on values and leadership. As of September 2003, the Center has been housed in the Department of Education Policy Studies at Pennsylvania State University.

Research Associates of the Center
Consistent with its mandate, the Center has attracted a number of doctoral students over the years who have become research associates. The Centre supports their research work in modest ways through travel subsidies and access to other center resources. Several have now completed their dissertations and taken up faculty positions at other institutions. Another key role is played in Center affairs by a number of practitioner associates. These individuals allow the Center to bridge the gap between research and practice, especially through our leadership development courses and annual conference.
