Occupational Competency Assessment (OCA)
The Occupational Competency Assessment (OCA) is a key certification requirement for aspiring Career and Technical Educators in Pennsylvania. This assessment ensures that your professional skills and knowledge meet industry standards, highlighting your strengths and potential development areas. Most new instructors must go through the OCA process by completing and submitting an OCA application.
There are three types:
- NOCTI Skilled Worker
- Credential Review
- Committee Review
According to PDE, you must take OCA, depending on the CIP Code of the occupational area you teach. The OCA Crosswalk outlines the specific assessment depending on the CIP Code Title and a link to the NOCTI Blueprint, if applicable.
1. OCA Overview: Satisfactory completion of the OCA is mandatory for Career and Technical teaching certification in Pennsylvania. 2. Steps to Register for the OCA

- Required Documents: The OCA registration requires submitting several essential documents, including the OCA Application with notarized verification of work experience, appropriate fee and academic transcripts.
3. What the OCA Involves
- Written Test: This multiple-choice, computer-based exam assesses your theoretical knowledge in your teaching field. It is proctored through the camera on your computer at your choice of location. To prepare for this exam, access the ExamRoom.AI manual and the NOCTI Teacher Testing Bluieprints.
- Performance Test: A hands-on skills assessment is held at a designated testing site. This practical portion tests your ability to perform occupational tasks and competencies relevant to your field. Resources like NOCTI Test Blueprints are available to help you prepare.
